• Deputy Chief David Abrams on whether the department had a policy on intelligence gathering: "Well, there are policies in existence, in effect, but they hadn't been transmitted or applied to the (intelligence) bureau itself, as I found out later.
"In other words, I don't believe Capt. (Vince) DiManna ever took this product back, put one in each individual officer's hands and reviewed it with him at that point.
"Because there was some information to me that the officers, when finally shown that, said, 'This is the first time I've seen it.' "
• Abrams on whether police were gathering intelligence based solely on a group or individual's political beliefs: "I don't think they were collecting solely based on that. I think they were collecting information to try and anticipate public safety issues.
"In other words, they can't read somebody's mind. They don't know what's going to happen.
"Nobody had Fair Play for Cuba on their radar until Lee Harvey Oswald pulled the trigger. Nobody had Squeaky Fromme, who was until then, a peaceful protestor, on their radar screen until she tried to assassinate President Ford."
